A
defense department agency (Owner) received multiple REAs related to a
design-build contract for a large and technically advanced water tunnel
test facility (LCC) which permitted measurement of ship power,
efficiency, and propeller noise using stationary rather than moving
models. An Expert Report was developed which assessed the
strengths and weaknesses of the REAs, and a schedule analysis was
prepared to debunk the GC's delay claims. The REAs were
successfully negotiated after the Expert Report was issued.

Project
Management services were provided to the Owner for the renovation of
portions of the existing 11 story City Hall, as well as construction of
a new 4 story addition. This included planning, scheduling,
estimating, budgeting, and contract administration from design through
occupancy. This required continuous monitoring of project
progress, conducting progress meetings, and reviewing contractor
payment and change order requests.

The
GC’s performance after Phase 1 of its GMP Contract for renovation of
230,000sf in an existing Hospital and construction of a new 120,000sf 5
story building were audited for the Owner. The Audit identified
significant reductions in the GC’s fees, as well as several unusual
subcontracting practices by the GC. The Audit was used by the
Owner to successfully negotiate a closure to the Phase 1 portion of the
Project.
