A
pre-bid Schedule Feasibility Study was prepared which included
developing a more efficient sequence/staging plan for this 4,600 ft
rock tunnel. Assistance was also provided in the development of
the CPM scheduling provisions in the Contract. After award of the
first construction contract, the Contractor’s schedule and progress
submittals were reviewed for Contract compliance. Analysis of
change orders and claims was also performed on behalf of the Owner.

High Speed Rail

An
on-site Project Control Department was established in order to better
manage disputes on this electrification project and deal with the EPC's
problems. This included instituting an Owner Project Progress
Report allowing the Owner to better analyze progress and performance by
the EPC, coordinate the Owner's track maintenance work with the EPC's
efforts, and to integrate the Owner's controls and signaling
modifications with the new signals being installed by the EPC.

Delays,
design changes, and unforeseen conditions experienced by the Main
Contractor were evaluated on behalf of the MC for its contract to
repair and rehabilitate multiple berths at an existing harbor/port
facility. This included an assessment of a claim by one of the
MC's largest subcontractors. The Final Account for the
Subcontractor was developed, and Expert Reports related to all
subcontractor and MC claims were developed. The matter settled
without litigation.
